Invoicing tips for customs

  • For shipments to Canada, use the Canada Customs Invoice (CCI) format or a commercial invoice with all CCI data fields.
  • State the currency explicitly (USD, CAD) - customs uses it to calculate duties, and ambiguity causes delays.
  • Declare country of origin per item; it determines duty rates and eligibility under trade agreements like USMCA.
  • Never undervalue goods to reduce duties - it's illegal and can lead to fines, seizure, or shipment holds.
  • Include accurate HS codes and gross/net weights so officials can verify and classify the shipment quickly.

What is a Canada Customs Invoice (CCI)?

The CCI is a standardized document the Canada Border Services Agency uses to assess duties and taxes on commercial shipments into Canada. You can use the official CCI form or a commercial invoice that contains all the same required data fields, such as purchaser, country of origin, and value.

How is a customs invoice different from a commercial invoice?

They overlap heavily. A commercial invoice records the sale; a customs invoice (like the CCI) is specifically formatted for border authorities to assess duties and taxes. In many cases a complete commercial invoice satisfies customs, but some countries require their own format.

Do I need an HS code on a customs invoice?

Yes. The HS (Harmonized System) code classifies each product so customs can apply the correct duty rate. Use the destination country's required digit length - at least the 6-digit international code, with more digits for some countries.

What happens if my customs invoice is incomplete or inaccurate?

Missing or wrong information - bad HS codes, no country of origin, undeclared value - leads to clearance delays, reassessed duties, penalties, or seizure. Double-check every field, and have a customs broker review high-value or complex shipments.
