It's the construction-industry standard (AIA forms G702 and G703) for billing a fixed-price project in monthly installments. Each application shows the schedule of values, work completed to date, stored materials, and retainage.
It's a breakdown of the total contract sum into individual line items (e.g. foundation, framing, electrical). You bill the percentage of each line completed during the period.
The owner withholds a percentage (commonly 5–10%) of each payment until the project is substantially complete, protecting them against incomplete or defective work. Show it as a deduction on every application.
